First you must set up a new passport with Microsoft.

Click sign up, and check no I want a new hotmail account.

Picture are provide to you in order to create a Japanese account if you want a different region then google for it.

After setting up your new email account, go over and turn on your Xbox 360. Once in the dashboard sign out if you are log in. then join Xbox live. That is it. (Sign up for a Silver account)
